As the immigration policy evolves

The current administration has stigmatized and scapegoated immigrants but reality is going back to 1924, policy has evolved with many law changes having the opposite impact of what was predicted. For example, a 60s change to allow family migration brought not more Europeans but more Latinos and Asians. Militarizing the border in the 1980s resulted in Mexicans who used to go home at the end of the picking season staying rather than risk the hassle of sneaking back. The Trump administration is making it more expensive to develop wind and solar power. States like New York will use incentives from Albany to offset the issue.
