Updating Canadian mayoral races

Imagine the mayor saying he won’t stand for reelection and 10 or 12 candidates running. We don’t understand but only in Canada. In Niagara Falls, Ontario, there are 5 candidates for mayor including the incumbent and 30 candidates running for 8 council seats.
