Meet Olaf. Olaf is a 6-7 month old puppy and victim in an active animal cruelty investigation by the Niagara Falls Police Department's Animal Control Unit.
On December 3, 2023, Falls Animal Control Officer Donny Booth responded to the area of 18th Street and Ontario Avenue for a found animal, who was reportedly in need of medical attention. It was clear when Officer Booth arrived on scene that the puppy, now named Olaf, was in desperate need of medical care.
Officer Booth consulted with Kelli Swagel, owner and president of The Pit Chic - All Breed Dog Training & Municipal Shelter and Rescue Buffalo, which the City of Niagara Falls uses as its municipal animal shelter following the decision by the Niagara SPCA not to renew contracts with local municipalities for shelter services.
Officer Booth and Kelli brought the dog directly to the emergency animal hospital to undergo blood testing and a medical exam. Although, it was determined that the Olaf has a severe case of mange, which is treatable, there were no other serious medical conditions found. Mange is caused by mites, which bury themselves in the skin. It causes dry skin, inflammation, irritation, hair loss, etc.
The long term prognosis for Olaf is bright but his recovery will take several months and be costly. It will require multiple baths weekly, pain medication, and antibiotics. Thankfully, Olaf will be loved and cared for by a foster during this time. Once this was posted to D3 Investigative Services, some people have already reached out to ask how they could donate. As far as the police investigation, Officer Booth has "leads" but is continuing to investigate. He called this case "pure neglect." The owner will be charged with felony animal cruelty once arrested.
